Unable to select clickable non-like element

I'm trying to scrape data from a subscription website we pay for. The relevant part of the site map is:
Main_Page => Bid_Openings => Child_Bid_Opening

The page Bid_Openings has non-link clickable text that takes you to the Child_Bid_Opening page (see screen shots below).

The html code for the non-link clickable text is:
<span class="arrow-link"> RFP D/B Trailer Classrooms for Superior Ocupational y Tecnica School, Municipality of Yauco </span>

What is this? How can I select it via Web Scraper and scrape data from the child pages?

Hi Kerlin,

I wanted to scrape a link to access child information, but already spoke with the owner of the site and he told me that they specifically built it to not allow web scraping.
