Multi-Layer Element Click

When trying to scrape the following site: https://briza.com/appetite-guide

It has two element click segments, the top "business line" and the "state" clicks. How do you think about these to make sure it goes through each state in each business line? The end goal is to capture all the business classes that load in each line/state pair. I have a system that can click through all the states but when adding in the line I'm unsure of what to do.

The best case would be Columns of Line - State - Class if there is a way to do that.

Any advice is appreciated.
