I'd like to understand how to scrape the usernames of those who comment on a specific youtube livestream. Is this possible?

I don't think you can scrape the livestream in progress, but the chat replay should be do-able.
The chat window is actually an iframe, which only recent versions of WS support.
You can try the partial solution below. You would need to trigger the chat replay and scrolling yourself. Basically, move the player position to the end and scroll the chat box. I used Page load delay (ms) 20000 to give myself enough time. Adjust as needed:
